Did you have this problem with your access card?

I'm in shippensburg,pa and i just got my access card, for medical to cover my pregnancy, well yesturday when i went to wic they said that for some reason it isn't activated and they asked me if i need to call the welfare office or something, and i told them i don't know, b/c i was just at the welfare office yesturday too. But um, did you ever have this problem or is it just that i have to call the welfare office?
